You're not being ripped off. Packaging, postage, paypal fees.... that sounds about right.
The "packaging" or a simple bubble mailer is like $0.50 cents and you can't include paypal fees in an ebay auction's final invoice without stating so prior to sending the invoice. There was no mention of such fees in the auction listing. I'm still calling this a scam. In most countries a single CD in jewel case can be sent as an oversized letter which really isn't that expensive.

can't speak for the Netherlands but from Germany I'd charge you € 8,50 if you want it registered - that'd equal $ 12,50.
letter postage = € 6 + registration € 2 + 0,50 rounded (which would include packaging).
compared to that, I'd not say that the seller scammed you off if you want it registered (which doesn't mean insured btw, it only proves that the seller sent it out - buyers imo only do sellers a favor by choosing that

) - he rounded the sum up a quite generously I'd say.. it is, speaking egay terms, not FORBIDDEN to include stuff into the postage costs. sellers can claim driving to the post office and such into that..

You'd still need to register it, so it would still be expensive and you'd get a severely battered jewel case. A simple bubble mailer is over 50 eurocents, probably closer to 1 US dollar bill.
