If the first Su ta gar qualifies, then that's it. Otherwise, I'd go with Agent Steel probably, but there are at least ten more bands who made at least one fantastic speed metal record.
I know I ain't doing much,
doing nothing means a lot to me.
SDI
Vampyr
Warhead
Evil

I think that if we are going to ramble off names they should be of bands that are more SPEED then Power or Thrash, etc.
Bands like, Exciter, Iron Angel, ADX, Defender, SDI, Abbatoir, Savage Grace, Agent Steel, Mysto Dysto and Holy Terror.
Running Wild is pretty damn boarder line as I'd say their releases up until "Blazon Stone" and "Pile Of Skulls" were a 50/50 split of Power/Speed.
Helstar are much more of a speed metal band than Holy Terror for one thing! listen to the chunky, thrashy riffs of Holy Terror compared to the 90% of the time alternative picked riffs of Helstar and that's not to mention the vocals.
Leader - Out in the Wasteland
An outstanding speed metal masterpiece no one has mentioned as of yet.

But Holy Terror are a lot faster. Wouldn't that be the main consideration in determining who's speed metal and who's not?
Since Venom is considered Speed by many, a band like Deliverance is Speed too? As sort of a "newbie" I still don't have very clear the definition of Speed, I think is one of the most ambiguous definitions that metal has. In the beggining I thought it was sort of like Thrash minus the Punk.
