I guess that's pretty much the same formula as any "fest" though.

I agree the bill isn't that great, it was better this year. But I'm glad to see DER KAISER live.

I'm still kinda uneducated when it comes to french steel. I only know Der Kaiser, ADX and Attentat Rock from that list

Same here, though I know Shakin Street as well. A 70s hard rock'n roll/metal band with a female singer. Their albums are OK if you're into stuff like that.

Could anyone elaborate on any of those other bands?

Only ADX, ATTENTAT ROCK, SQUEALER, DER KAISER, SHAKIN' STREET are bands from the 80's, all the others are new bands don't know much about them. MANIGANCE is good, their music is straight 80's hm with a prog touch.
BLACKSTONE is a hard rock band with an ex-VULCAIN member, if I'm not wrong.
I don't know that much about the other bands, maybe Shreut can tell more about them.
