You are propably right because many test pressings don't have picture sleeves.
But there are a few exceptions to the rule, like LAUTREC and JODY ST. that Traitor posted and like the following:

That's real fuckin neato!! If I would own one too I wouldn't even dare to touch it, neither let anyone else to do so and keep it in my showcase. Where did he get it? Went to Denmark and wiped trough all the records stores, flea markets and book stores?
