Yeah, they're always thinking "I've lost the item for 1 $ difference" but in the end you never know what's the max. bid. Once I was bidding on a rare record and 5 seconds before auction was over it was still at 1 $ while then any other guy threw in a 50 $ bid. Also the living standards are/were not as high as we are used to here in Europe, at least outside the major cities.
I am sure an actual South American will correct me on some (major) details, but these are the 2 biggest reasons the way I have understood it to why South American LPs are hard to find with a nice sleeve.
