I found a scant piece of information on Playn Crazy on NWoBHM/Metal author John Tuckers website.
Apparently he managed the band for their whole career, and as he was based in the UK at the time it seems reasonable to assume that the band were British too.
Unless we're talking about a different band who just happened to share the same name of course:

"Who is John Tucker?

I began writing about music in 1981, at the height of the New Wave Of British Heavy Metal. I was about 19 at the time. I was buying a lot of Neat Records’ and Heavy Metal Records’ releases and thought they needed to be brought to a wider audience. So I wrote an irregular metal music column for the in-house magazine at Swansea University, and then began to submit articles to an American fanzine ‘Metal Rendez-Vous’.

Moving to London in 1983, I began contributing (both as writer and photographer) to a number of fanzines such as ‘Forearm Smash’ and ‘Marshall Stack’ in the UK, ‘Rock Brigade’ (Brazil), ‘Sagritura Escritura’ (Portugal), as well as being the main UK contributor to the re-launched and expanded ‘Metal Rendez-Vous’. I convinced Neat Records that they needed a promotional magazine and thereby created and wrote ‘Lead Weight’ for them. I signed up to ‘Marshall Stack’ full-time and when it folded created and published ‘Stack Attack’ from its ashes. Around this time I became a regular contributor to the Deep Purple Appreciation Society magazine ‘Darker Than Blue’ which I’ve continued to this day. I founded and ran the Queensryche UK, Blitzkrieg, and Hellion Fan Clubs, and also managed metal band Playn Crazy for the duration of their lifespan.
"

I also found this post by someone calling himself "Yngwie's Cat" on a West Ham FC football forum, in a thread concerning music.

"Saw loads of bands down there and were regulars at Nic londons Saturday Rock nights. My broths band Playn Crazy (plain dull) used to play down there a bit. Other notable names Fugitive and Jokers Wild!!"

This is a reply to a post reminiscing about old London Rock venues, so this seems to lend further credence to the idea that they were a UK band.

Hope this helps.

I found out a little more.
It seems Tucker is indeed talking about the same band.

"I started running a fan club for a great UK band called Playn Crazy for a while, and then started managing them until they split up. They had one phenomenal song – ‘Purity & Pride’ – which I’d steal and record tomorrow if I had a band and an ounce of talent!"

Wow, excellent diggin there,Bigfoot.Judging by the song titles & accent of the vocalist, i never would have thought they were a UK band. Maybe they came from Mainland Europe to settle in the UK. Either way, many thanks for finding definitive info on em. Nice one :-)

I don't find John Tucker being credited in any of the "Sagrada Escritura" zines...

Of course he was co-editor in Marshall Stack.

Glad to assist malegys, & thanks again for the upload.
The fact that "Yngwie's Cat" on the West Ham FC football forum says Playn Crazy was his brother's band makes me think that they were Londoners, but perhaps the singer was European.
His phrasing, as you rightly said, does seem to suggest a Euro accent, but you never know, them Londoners don't 'alf talk funny.
