U.S. without a doubt. Too many good bands..people have already named a ton.
Some of my personally favorite metal bands are from the U.S. in the 1980's. Germany had some quality bands in the 80's as well but they don't really add up to form a powerful force(not against the U.S. anyways)

Hmm both countries are maybe best known for their power and thrash metal and those two subgenres have bored me a little bit lately.
My pick would be US because of Medieval Steel, Manilla Road, Cirith Ungol, Saint Vitus, Omen and Legend. As for german bands, I enjoy old Sodom, Running Wild, Accept, Living Death and Tempest a lot too.

I have many faves from the US and i listen to US stuff much more often than Euro-metal, but Europe in general and Germany in particular, has also some bands i really can't do without as for example Running Wild, Accept, early Helloween, Stormwitch etc. What i will listen depends eventually on the mood i'm in each time. I think there is no need to start comparing bands, it all depends on each one's taste. I personally prefer US metal. The darker and more aggressive the better!
I didn't include the UK because I feel that only the NWOBHM (which in my opinion came to an end in '84) was the counties major contributing factor, rather then throughout the entire 80's period. Don't get me wrong, without the NWOBHM metal would have never been the same throughout the 80's but I feel that the country lacked material as a whole throughout the rest of the era.

This of coarse is just my personal opinion though...

ACCEPT pretty much shaped my Metal-aesthetics in my early teens so I'm tempted to vote for Germany. When it comes to Lost Underrated Classics, bands like INVADER, NINJA, ATTACK, METAL SWORD etc beats WYZARD, HELSTAR, LIEGE LORD, VICIOUS RUMOURS any day of the week.

On the other hand it's really impossible to compare the genious of the 2 first RUNNING WILD albums with the greatness of BROCAS HELM or CIRITH UNGOL. And do any German release really compare to GLACIER, MISTREATER or MESSIAH? Hardly. In short it's an impossible comparison since the Typical German Metal sound was very different from the Typical US Metal sound. There's simply no way an album like WARRANT's "First Strike" could have come out of US, the same way you'd never hear something like HEIR APPARENT's debut in the German scene.

It's not a draw - it's two incomparable scenes, and the way they complete eachother is ultimate proof the Greatness, Variation and Superiority of the 80's Metal Scene.

..and Italy, UK and Russia whipped both of them anyway, so..

Edit: now playing CHALICE - One Final Sin demo and so the US gets an extra gold star.

Messiah and Glacier are gods but Mistreater??? 2nd rate Black Sabbath(Sabbath was never my cup of tea) band.Too much meaningless soloing, too much 70's inspired riffs, anyway in my opinion crap, their second record is also crap although very different from the debut.

And if Germany has anything to offer in comparizon? What about Tyrant,Stormwitch,Gravestone no more bands and no more words needed!

i love the two scenes, many of my fav bands are from germany BUT, i have to say that many american bands had better technique and more complex compositions than most of the geman bands

for me its a tie :)

I though the scene in Mongolia blows away both the US & Germany combined :D
