A while back I had a package sent to me from Italy that I paid for with paypal. The package never arrived and because it was sent without registration and the seller could not prove that I received it I thought that filing the dispute would be an automatic easy win according to paypal protocol. The case was decided in the sellers favour. Pissed off, I called paypal customer service where I was told that Italian law considers any package that has proof of shipment to have been received by the recipient. I explained that paypal has a strict policy in every single other dispute that I have ever been involved with that no Tracking Number means that there is no proof that the package was delivered and therefore I should win the case. They told me that Italy is an exception to this case and that all the seller has to do is provide "proof" that the package was shipped and not that it was successfully delivered.
Needless to say, this was another case where I had to file a chargeback with my credit card company to get my money back.
It was complete bullshit.
Now, I don’t know how the postal system works in Italy so what would be considered “proof of shipment”? I assumed a payment receipt...

This is outrageous... And a clear violation of the PayPal buyer protection policy, where is this "Exception" noted in the user agreement?

This thing sounds weird to me ... without a receipt, how did they verify that he has sent the package ? Just by reading and believing his words ?

I always wondered what does paypal say when you file a chargeback and the company takes back the money from paypal? Dont they get mad?

So if you send a package in Italy and pay them you don't get a receipt? Like I said, she said it was based on "Italian law".

I closed my account before filing the chargeback so I have no idea.

Absolutely not. There is always a receipt, even with ordinary international package option. So, unless you send it as a 'letter' (which until some sizes and weights is permitted), I don't understand how's that possible.

Sorry, I'll try to sum it up ...
-if I send something as an envelope, then I put stamps on it and there is no form to fill
-ANY other case (registered, insured, as a package, whatever mixed option) you have to write down a form (which then becomes my receipt)
Now ?

Now ?

What if you go to the actual post office and pay there? Do you still receive a receipt then? Regardless how it is shipped.

The procedure I've described above is exactly what happens at the Post Office ... you can't go anywhere else to send something now (no more 'red boxes', they've removed them all).
So yes, the only way to not get a receipt is to send a simple envelope, in that case they weight it, put stamps on it and bye bye.

Okay then. So I'm assuming the receipt he got was his "proof of shipment" which is still complete bullshit.
