The pressing on OUT OF TUNE is very old ... I got my copy YEARS ago (between 1991 and 1992 if I remember correctly). They were opener for Metallica on the "Justice for all tour" in Berne, the capital of Switzerland). So for sure NO bootleg.

The Under One Flag pressing is licensed like nearly every other release from the labels catelog. I think it's safe to assume that the Out Of Tune press came before it as licensed pressings tend to be released later then the original label ones.
